May 14, 2008 – DECLARED WILDFIRE

The on-going uncontrolled Brevard County wildfires have been Declared as eligible in the FEMA Fire Management Assistance Grant Program on 5/12/08 with Declaration number FEMA-2765-FMA-FL. After the required Fire Cost Threshold as been met, reimbursements under this Fire Declaration may be made with a 75% Federal share with applicable State Share to eligible State and local governmental Applicants for eligible fire suppression and fire-related emergency work as per the posted FEMA guidelines on this website. Those local agencies in mutual aid status will be reimbursed 100% of their actual costs under the Statewide Mutual Aid Agreement. The Fire Program guidance is posted on this website. This Hot Topic notice will be updated with any expansion of this Fire Declaration into additional counties, or any new Fire Declarations within the State, as conditions may continue for wildfire threat.

January 24, 2008 – ATTENTION, for all 2004 disasters, FEMA TIME EXTENSION NEEDED NOW

THE FOUR YEAR TIMELINE FOR LARGE PROJECTS IS QUICKLY APPROACHING. IF YOU HAVE A LARGE PROJECT THAT WILL NOT BE COMPLETED BY AUGUST 2008 THEN YOU NEED TO SUBMIT A REQUEST FOR TIME EXTENSION NOW TO THE STATE. THE STATE OF FLORIDA WILL FORWARD YOUR REQUEST FOR TIME EXTENSION TO FEMA.

PROVIDE A DETAILED TIMELINE OF DELAYS IN CONJUNCTION WITH DOCUMENTED JUSTIFICATION DESCRIBING THE EXTENUATING CIRCUMSTANCES OR UNUSUAL PROJECT REQUIREMENTS THAT ARE BEYOND YOUR CONTROL.

August 16, 2007 – FEDERAL COST SHARE INCREASED

Pursuant to the U.S. Troop Readiness , Veterans’ Care, Katrina Recovery, and Iraq Accountability Appropriations Act 2007, FEMA is amending the Cost Share for Hurricane Dennis (1595) from 75% to 100%, Hurricane Katrina (1602) from 75% to 100%, and Hurricane Wilma (1609) from 90% to 100%. The additional payment processing has begun for Dennis, Katrina and Wilma, no action is required by you to receive these payments. Private Non-Profit applicants will see the increase in Federal Share from 75% to 100%.


August 1, 2007 - Wildfire Reimbursements for FEMA 2007 Fire Declarations

All Fire Program Applicants and mutual aid assisters are requested to file a FEMA Form 90-133 (Request for Fire Management Assistance found on the website Forms Page) with the DEM Recovery Office (e-mail to bruce.french@em.myflorida.com) within 30 days of the close of the incident period for each of the six Declared Fires for which wildfire costs were incurred. Official requests have been submitted by the State to FEMA to close each of the Fire Declarations. The approved Starting and Closing Dates of each incident period for eligible costs will be posted in the below updated Fire Management Assistance Program Summary as soon as approved by FEMA. All Applicants and mutual aid claimants for each Fire Declaration will have six months from the incident closing date to submit claims for costs to the DEM Recovery Office as per the 2007 SMAA Claim Guidance posted on the website Forms Page. All program Applicants and mutual aid claimants are also requested to utilize the SMAA claim forms on the Forms Page to summarize wildfire-related expenses. The sooner the DEM Recovery receives all claims, the sooner FEMA funding will become available to reimburse the costs.


June 14, 2007 – Waiver extended for 2004 disasters until September 1, 2007

Section 35. Amends s. 252.37, F.S.; Provides an extension until September 1, 2007, of the deadline for local governments to apply for a waiver of local match for disaster funds related to Hurricanes Charley, Frances, Ivan, and Jeanne. The Executive Office of the Governor may approve a waiver of all or a portion of the required local match for public assistance projects for local governments if the Executive Office of the Governor determines that such a local match requirement cannot be provided, or that doing so would impose a documented hardship on the local government.

March 28, 2007 – QUARTERLY REPORTS
Effective March 28, 2007 you can start updating your Quarterly Reports for the period January 1 – March 31, 2006. We have updated this report with the previous quarter’s data, but you still must update ALL projects that are not 100% complete.
The due date for submission is April 16, 2007.

January 18, 2007 – FEDERAL COST SHARE INCREASED
On January 12, 2007 the President approved an increase in Federal Share for Hurricane Wilma (1609) from 75% to 90%. For Local Governments and Special Districts the State provides one-half of the non-federal share. Therefore the new cost shares will be 90% Federal and 5% State. Local Governments and Special Districts will receive a net increase of 7.5%. The additional payments will be processed when the adjusting Project Worksheets are obligated by FEMA. No action is required by you to receive these payments.
 
State Agencies will have the Federal Share increased to 90% and State share will be 10%.
 
Private non profits will see the increase in Federal Share of 15%, no State share to be offset.
 
Once again, this increase only affects Hurricane Wilma (1609).
 
December 22, 2006 – QUARTERLY REPORTS
Effective December 22, 2006 you can start updating your Quarterly Reports for the period October 1 – December 31, 2006. We have updated this report with the previous quarter’s data, but you still must update ALL projects that are not 100% complete.
The due date for submission is January 15, 2007.

December 6, 2006 - TIME EXTENSIONS
For 2005 disasters, all projects large and small Categories C – G that are not completed, by the below mentioned dates, should have a time extension submitted by the following dates:

Note: For 2005 disasters Categories A & B that have projects not complete you should already have a time extension submitted, if not please submit a time extension.
